Can it be done, yes. Hard to do without the other pilot smacking you in the head, yes! Can the military radar detect an off course aircraft with the transponder not working at that time of night and in that part of the world, yes but barely. Without an emergency code transponder or ELT transmission most night shift air traffic controllers in that airspace look for known traffic through hand-offs or expected traffic route traffic only. A raw data target may be very hard to spot, but I’m not a controller, just a limo driver buzzing around at M.84. Time gives us most answers to these tragedies.
