DXB is really a technical stop, anyhow. There are but 2.5 million that live there, and most everyone else is just passing through.
I would say that it is a hub, just like ATL, ORD, and LHR. I agree that it is a major transit point but not just a fuel / Tech stop.

They use antics with semantics. The claim is for international traffic. ATL does a huge domestic business as a hub for Delta.
Key word INTERNATIOAL.
Those are 2 different lists.
Atlanta is not even in top 30 in this list.
