The runway in question is 3489x75
I hear small Citations periodically go in and out of my neighboring airport (UOS) which is 3,700 x 50 at an elevation just under 2,000. On the other hand, just because you can do a thing doesn't necessarily mean that you should do a thing.
However, based on the article, in the end, it sounds like the county will lose and either be forced to do so or face stiff penalties for violating those grant assurances.
