Perhaps someone hoping draw some attention to what humans have done to the various animals of out world? This is a Russian company promoting the Amur Tiger Center. Russia happens to be the first country to set aside a huge area for these tigers, who had declined to as few as 40 individuals. Thanks to the protection efforts, they now are making a strong comeback. Maybe this is not a very wide-spread "ad" but something worth bringing attention. ;-)
