SORRY if I was out of line
I've been in aviation since mid '60s, and have seen a lot of communities grow around airports, bring a lot of noise complaints

Mary, the third numeral in the reg number is not a "9." It looks more like a "5." Just out of curiosity, I checked both reg numbers (N999WD and N995WD) in the FAA registry. According to the FAA, as of Saturday, Jan 25, 2020, neither number was a valid number (ie: both are invalid). If you are CERTAIN that the reg number being displayed on the aircraft in your photo is indeed either N999WD or N995WD, the aircraft is not registered with the FAA.

Hi Gary, FAA shows this A/F now registered as N113PV, formerly N999WD. Aerial Vis also has that data.

You are aware that repeatedly harassing the pilots that live and fly out of Kerville will only bring you more attention and possibly real harassment unlike what you claim to be experiencing. You are within the FAA regulated traffic pattern and live less than 1/4 mile from the departure end of runway 12. You seem to have convinced yourself that you are the main focus and reason these aircrafts fly to and from Kerrville (to allegedly harass you) you might need some mental help. It’s okay there are many trained professionals in Kerrville to help you. Also, if you don’t like Kerrville and living by an airport and supporting our local economy then MOVE.
