It would be smarter to have all drones equipped with ADS -B transmit with I.D. function so ATC can be aware of its location and report to the authorities. Operators are very aware of their drones position and intent, but that doesn’t stop them!

And they should have TCAS functionality and descend / return home when an aircraft enters the drone's operating area.
