I believe Jennifer is correct. I zoomed the picture as large as I can make it (with my 3.00 reading glasses) I can read the small print on the fuselage. It reads "Royal Netherlands Air Force". The flag on the fuselage just above the cabin door is the Netherlands Flag. It is a great photo, very clear with good resolution.

Correct designation for this airplane is KDC-10.
USAF KC-10's do not have and have never had windows. Just airline size doors and one big cargo door. They were stationed here at Barksdale AFB years ago with the B-52's and it broke my heart when they moved them away, along with the KC-135's that were stationed here also.
This RNAF KDC-10 started life in 1978 as a DC-10-30 Combination Freighter/Passenger and flew with several airlines until it was converted to a tanker in 1995.
USAF KC-10's were built from the factory as KC-10's not converted DC-10's.
